With over 40 years of experience Rock Payne has a strong management, operational and financial background in the waste management sector, with hands-on experience developing, motivating and leading companies to achieve organizational goals.  Mr. Payne has broad experience in start-up situations, acquisitions and turn-arounds.  He achieves continuous improvement through careful and thorough operational analysis, introduction of programs and strategies that yield cost savings, operational productivity improvements, pricing leverage and growth.

Since 2005, Mr. Payne has provided consulting services to waste industry companies and private equity investment firms, including business plan development, operational improvements, cost structure reductions, revenue enhancements, governmental and regulatory affairs, advisory services and divestitures and acquisitions.  He has significant experience in the solid and liquid waste industries. Formerly, Mr. Payne was a founder, chief executive officer and president of a waste disposal company catering to the trucked liquid waste industry that was later sold to an investment group. He was also president, chief operating officer, director and one of the founders of an integrated waste company. Under his direction, the company raised approximately $16 million through company-sponsored private placements to accredited investors and equity funds, established a $40 Million credit facility with a major financial institution and took the company public with a market capitalization in excess of $225 Million.  Prior, he was employed with Waste Management, Inc.; Browning Ferris Industries and Waste Resources; his last position at Waste Management was as Region Vice president with a $120 Million business unit, where his primary focus was obtaining operational efficiencies at operating locations and acquisitions.  Additionally, his practice areas include financial and operational improvement for independent haulers, disposal facility operators and recyclers, business and financial plan development, cost structure reductions, revenue enhancements, rate analysis, public issues management, business valuations, turn-arounds/recoveries and divestitures and acquisitions, of which he has completed more than 40 transactions valued over $100 Million.

A graduate of Columbus College, Mr. Payne also attended Auburn University’s Master of Business Administration program.  He has served as a director on the board of three companies in the waste and environmental industries. Mr. Payne holds three professional registrations related to the field, has been a member of numerous waste industry organizations and has previously served as the Vice Chair of the National Waste & Recycling Association’s Board of Governors and served on its Executive Committee.
